REGULAR TOWN COUNCIL MEETING
November 15, 2021
MINUTES
(These minutes are not a verbatim transcript, but rather the attempt of the Clerk to capture the intent of the speaker. All votes were taken via Roll Call Vote.)
1. Call to Order
Mayor Pro Tem Sean Davis called the meeting to order at 6:30 p.m. The
meeting was held virtually through GoToMeeting.
2. Roll Call
Present: Sean Davis, Mladenka Boehrer, Kathleen Bailey, Brittany Loecher,
Abby Laib and Brent Metz. Glenn Levy was absent. A quorum was established.
Staff in attendance: Police Chief Steve Davis, Town Attorney Evin King, and
Town Clerk Margy Greer.
Mayor Pro Tem Davis stated briefly the rules and procedures for the meeting.
3. Consent Agenda
Boehrer made a motion to approve the minutes of the October 18 ,2021 meeting.
It was seconded. With all those present voting yes, the motion carried.
4. Unscheduled Public Comment
None.
5. Staff Reports
Public Safety
Chief Davis gave an update on enforcement on the racing along Sheridan Blvd.,
stolen cars, and break-ins in the area. He gave an update on his officers,
upcoming Corporal interviews, and the need for the mental health co-responder.
Town Attorney
Evin King thanked the Council for her many years of service with the Town. She
stated that Daniel Harvey from their firm will be Mountain View’s new attorney.
6. Public Comment Regarding Agenda Items
None.
7. SECOND READING OF ORDINANCE NO. 2021-10-18 A, AN ORDINANCE
ADOPTING A BUDGET SUMMARIZING REVENUES AND EXPENDITURES
FOR THE TOWN OF MOUNTAIN VIEW FOR THE CALENDAR YEAR
COMMENCING JANUARY 1, 2022 AND ENDING DECEMBER 31, 2022, AND
APPROPRIATING FUNDS THEREFOR
After discussion, Bailey made a motion to amend the budget to add $25,000
funding to the Town Attorney budget. It was seconded. With all those voting
yes, the motion carried.
8. DISCUSSION AND POSSIBLE ADOPTION OF RESOLUTION NO. 2021-11-15
A, A RESOLUTION LEVYING GENERAL PROPERTY TAXES FOR THE YEAR
2022
Boehrer made a motion to adopt Resolution No. 2021-11-15A, amending the
Title of the Ordinance to read “2022.” It was seconded. With all those present
voting yes, the motion carried.
9. DISCUSSION AND POSSIBLE APPROVAL OF RESOLUTION NO. 2021-11-15
B, A RESOLUTION INCREASING THE SEWER TAP CONNECTION FEES
FOR SINGLE FAMILY EQUIVALENT AND DUPLEX EQUIVALENT
RESIDENCES AND INCREASING THE SEWER TREATMENT FEE AND
MAINTENANCE FEE FOR RESIDENTIAL USERS
Boehrer made a motion to adopt Resolution No. 2021-11-15B as presented. It
was seconded. With all those present voting yes, the motion carried.
Mayor Pro Tem Davis recessed the meeting at 7:26 pm and reconvened the
meeting at 8:26 pm.
10. COMMITTEE UPDATES
CDOC – No report.
Economic Development – No report.
Finance Committee – Davis stated he had signed A/P checks and had reviewed
the October financial statement
Public Safety – No report.
Sustainability Committee – Bailey stated gift cards had been given to volunteers.
She asked that the Terracycle bins be placed away from the trash bins.
11. MAYOR PRO-TEM’S REPORT/ITEMS
Davis thanked Abby Laib for her service and her absence leaves an open
Council position. He stated the December meeting has been moved from the
20th to December 13th and that currently the swearing-in of new members is
scheduled for December 13th, as the election results are not certified until
November 22nd.
12. COUNCIL MEMBERS’ REPORTS/ITEMS
Bailey stated she would provide information at the next meeting regarding the No
Knock program she would like Council to consider.
13. ADJOURNMENT
Bailey made a motion to adjourn the meeting. It was seconded. Mayor Pro Tem
Davis adjourned the meeting at 7:51 p.m.
